Moon base on the drawing board

NASA has announced plans to build a permantly occupied base on the moon with construction to begin by 2020.
The habitat will function as a testbed for technologies that will be needed for future travel to Mars and beyond. A likely location for a lunar base is the moon’s polar regions as these areas experience more moderate temperature extremes and possess unusual amounts of hydrogen.
NASA is not expecting additional funding for a lunar base and will use funds currently allocated for the space shuttle program as the shuttle fleet is phased out over the next few years.Â

Look at the ISS budget blow outs, how the hell do they expect to build a base on the moon with no extra funds?
Plans are underway for a multinational effort which will
allow other nations and space agencies to contribute to costs, logistics and other resources.
